Dear Jim
It is the motto of the Most Noble Order of the Garter - founded in 1348. 'Honi soit qui mal y pense' Latin - with a mixture of French and translates 'Evil to him who evil thinks' Most infantry helmet plates had this motto - so it is not unique to the 24th.
